"Porta 65" - How does it work and who can apply?

How does “Porta 65” works? The Porta 65 program grants monthly financial aid to young people who meet certain criteria. This aid is distributed over a 12-month period and its value is determined on the basis of the household’s income, the value of the rent and the location of the property. To be eligible, the household’s monthly income must not exceed four times the national minimum wage (760 euros in 2023) or four times the maximum rent allowed. In addition, the cost of rent must not exceed 60% of the gross income earned by the young person and the other members of the household (effort rate). If all the conditions are met and funds are available, the financial support will be a percentage of the rent. This percentage can be increased to 20% if the property is located in a historic or urban rehabilitation area, if there are members of the household with disabilities or in the case of single-parent families. It should be noted that although the Porta 65 subsidy is only granted for 12 months, it can be renewed for up to five years. However, you must renew your application every year in order not to lose this support.

What is the maximum amount allowed for rents? The maximum rent limits that are allowed to participate in the Porta 65 program vary depending on the location of the property (district and municipality) and the type of housing you want to rent. To determine the maximum rent allowed, taking into account your municipality and type of housing, you should check the list available on the Housing Portal. Here are some examples: Lisbon: T1 – 900 euros; T2 – 1,150 euros; T3 -1,375 euros; Porto: T1 – 775 euros; T2 – 1,000 euros; T3 -1,200 euros; Coimbra: T1 – 478 euros; T2 – 600 euros; T3 -700 euros; Horta: T1 – 393 T2 – € 393 T3 – € 534 € Madalena: T1 – 393 T2- € 534 € T3 – 534 €

What are the criteria for applying? Since this program is aimed at young people, applicants must be aged 18 or over and under 35. However, if the application is made by a couple who are legally married or living together, one of the applicants can be up to 37 years old.

How do I apply? The application process for the Porta 65 Jovem program is carried out online, through the Housing Portal. This process is not complicated, as much of the necessary information can already be filled in on the form to be submitted. Initially, you need to access the portal using your tax identification number and password from the Finance Portal, the digital mobile key, or via your citizen’s card and PIN codes (for the latter case, you need a card reader). Once you have been directed to the application form, you must enter the information requested. On the first page, you need to provide your IBAN, the identification of the property, the type of housing, the rent and the date of the lease. If you are applying as an individual, you only need to fill in the fields relating to you in the “personal” section. However, if you have dependents or ascendants in your household, you must fill in the subsequent sections of the form.
